I would say Redd White was successful as a criminal, but the evil ones are The Phantom, Kristoph Gavin and Dahlia

Kristoph and Dahlia are bad, but the Phantom is an international spy responsible for several terrorist attacks and multiple deaths. Not only this, but it took over seven years for him to actually get caught.

It was a tough choice for me between Manfred Von Karma and Redd White, though Matt Engarde was also HORRIBLE. I would have put Morgan Fey and Damon Gant on the list as well personally. The Phantom, Kristoph Gavin, and Dahlia Hawthorne are all terrible as well, but somehow I don't find them quite as bad as those five.

If you think Redd White and Morgan Fey are more evil than the Phantom, then you haven’t played Dual Destinies.

I have played it, just recently actually, and I'm not saying the Phantom isn't evil, but...IMO, if the Phantom's on the list, Shelly DeKiller probably should be too. Neither of them are doing it out of their own malicious intent, but rather working for someone else. We don't know who the Phantom is working for, but that doesn't change the fact that he was just doing his job as a spy. Doesn't mean he didn't do terrible things, just like DeKiller being an assassin is terrible, but in both their cases, it isn't for their own selfish reasons, and to me that makes them seem somewhat less evil, even if not by much. Redd White lead to we don't even know how many deaths of his own volition, and Morgan Fey...well, I can see where you're coming from a bit more on that one. The Phantom probably did more evil things than Morgan, but without real malicious intent on his part, I, personally, do not think that makes him as evil. Now, all that said...whoever the Phantom was working for the whole time is almost certainly more evil than at least Morgan. You are, of course, free to disagree with me. These is just my personal thoughts on the matter, and everyone has their own opinions.
