The belfry of the Bell Tower was where the Bell of Ruin was installed by Newton Belduke and Arthur Cantabella after its discovery in underground ruins. They intended the large silver bell to be a symbol of the town, but the pair were unaware of its potentially deadly effects.
A special staircase mechanism was installed in the bell tower to prevent access to the belfry. In order to activate the staircase, a pair of special pendants are required as keys. One of the belfry's railings contains a dragon fretwork, which the young Espella Cantabella believed to be a real dragon that was destroying the town in her dazed state during the Legendary Fire. This, combined with a white lie by Arthur, made her think that the Great Witch Bezella was real and had used her to inflict the terrible devastating fire upon the town.
