The Ringleader's appearance was a piece of evidence in Miles Edgeworth's investigation of Rosie Ringer's murder.

Prior to Ringer's murder, Excelsius Winner used these clothes for at least one black market auction. He also had a spare all the time.
After murdering Ringer and bringing her body downstairs, Winner put the spare clothes on Ringer's body and stabbed her with a candelabrum to make it seem as though the ringleader of the auction was murdered.
Edgeworth made note of the ringleader's appearance after Lotta Hart described the ringleader for them. He later updated his notes after Florence Niedler described them in more detail. Later, he used the notes to show where the burn mark was: on the ringleader's face. Niedler had seen the burn mark and mistaken it for a tattoo.
